Our family farm relies on well water—clean, chemical-free water drawn from an aquifer beneath our fields that the Carlisle (and beyond) communities have relied on for decades. We test it regularly, and the results consistently meet every EPA standard for safety, with no E. coli or harmful contaminants. This should carry weight, especially for a small farm like ours.
But, because of health regulations, we either need to hook up to city water OR...
To use this well water in our store, we must obtain EPA approval to be classified as a "public water system." According to Brian, our local EPA representative, who has been responsive and more than helpful in guiding us through the process:
“If you are preparing food/drinks with water and you have 25 or more people visiting Farm on Central for 60 or more days a year, this will qualify as a public water system.”
Yup, folks, you’ve made us that popular… We qualify…
The approval process is extensive, taking over 90 days and involving multiple steps. Brian outlined the timeline and requirements:
“It is our office’s goal to have approvals completed within 90 days of detailed plan submission. If you can show the County Health Department Inspector that you are working with Ohio EPA to become a public water system (PWS), it may be helpful. Give them my contact information.
There are various factors that are outside our control including how long it takes for a well driller to conduct a well pump test, how long it takes for the lab to complete analysis and submit results, and how long it takes for Farm on Central to complete the initial application and the detailed plan submittal.
The following is an outline of the main steps in the process to becoming an Ohio EPA approved public water system (PWS):
New PWS application submittal – Farm on Central
Well Site Visit – Ohio EPA and Farm on Central
Well Site Approval letter – Ohio EPA
Well pump test and new well analysis – Farm on Central, Contractors, Certified Lab
Detail Plan Submittal – Farm on Central
Detail Plan Review – Ohio EPA and Farm on Central
Final PWS approval letter – Ohio EPA”
And how much would THIS all cost?
“We don’t normally track costs for public water systems to get approved and operate. Just to get the well pump tested and new well analysis, I would expect costs to be from $1,500 up to $3,000. The annual license to operate is currently $112 for one well. Typical routine monitoring for a transient would be a quarterly bacteria sample and annual nitrate/nitrite. Each bacteria sample runs from $50 if you collect it and take it to the lab to $125 if someone else collects it and takes it to the lab.
If treatment is required, it will make your system a Class 1 classified water system requiring a certified operator of record to be in charge of the water treatment system with multiple weekly visits and additional reporting requirements. It will likely cost a couple hundred dollars a month for their services, if you can find an appropriately certified operator willing to take on the responsibility of the system.”
So I get a lead on a certified operator (thanks Chris) whom we’ll call Joe. Joe lives in the Carlisle area and is more than happy to help, but even he says:
“Michael, just hook up to the city water. We can put treatment options in if we need to, but the EPA is getting stricter and stricter and you don’t want to have to deal with them if you don’t have to.”
So we’re taking the plunge. To avoid delays and uncertain, continued costs (90+ days plus to be back fully open), we’re investing $20,000 to connect our store to city water—a significant expense for a family farm. While our fields can and will continue using well water for crops, the same water isn’t permitted for store use without this very extensive approval. Instead, we’ll have to rely on city water, which contains additives like fluoride that we’ve worked to avoid for our family and customers. (don't worry, there are ways to mitigate this, just additional cost!)
And where will that 20K be spent?
$16,500 to Plumbing Contractor
>>Permits, bonding
>>Boring under the road while avoiding the gas lines (that's the important part)
>>Installing curb stop and shutoff
>>Connecting to Barn water system
>>Installing backflow preventer and pressure tank
$3,176.20 to City of Carlisle
>>Meter Set Fee - 1.5" meter $1,005.70
>>Water Tap Fee 1.5". $2,170.50
And there will be some money not captured in either of these to be fully hooked up.
This is why so many family farms give up! Every dollar spent on bureaucracy is a dollar we can’t use to grow healthy food. It feels like hoops for the sake of hoops. And it’s exactly the kind of regulation and bureaucracy that keeps good, honest farms fighting just to keep the lights on.
And let me be honest—it takes a real toll. There have been days when I sat in meetings, completely overwhelmed. My mind would spin so fast I couldn’t even remember the names of folks I’ve known for years, let alone pick up the phone and make the call I needed to make. The weight of all this can leave you feeling lost, drained, and helpless.
That’s why we’re not stopping here. We’re pushing for legislative change, working to fix these broken systems so the next farm doesn’t have to battle this same regulatory black hole. UPDATE: The Farm On Central has reached a settlement with Warren County in our dispute. In it, we agree to work toward the appropriate state licensure for our farm store.
In making this decision, we’ve sought a lot of counsel.
First, Savannah and I have had many discussions while being sensitive to what our family needs. A 10-year-old can speak a lot of truth. In addition, our team is essential to what we do, and we need to make them feel as secure as possible.
Second, legal: We’ve brainstormed with some of the biggest names in food freedom and constitutional law. They have been instrumental in helping us understand the underlying legal principles, case law in Ohio, and what it takes to navigate the legal system.
Third, our customer investors: As they are intimately familiar with our farm and its operations, they have provided valuable insight.
And, of course, you, our amazing farm family. We’ve appreciated hearing your stories, and the support you have given has been phenomenal.
Our goal from the start has been to provide our community with fresh, healthy, nutrient-dense, regenerative food. At this time, the fastest way to do that is to go ahead and obtain the required licensure from the state.
That means some things at the farm will change. We will have to focus more on teaching rather than doing for a while. But we are committed to sharing with our community how to eat, source, serve, procure, and prepare whole, real food.
While they like to say, “It’s as simple as getting a water test and plumbing inspection,” it’s far more than that. We’ll be sharing every step of the way, detailing the exact aspects of the process. You deserve to know exactly why the cost of good, clean food is so high and the challenges farms face to get there! It’s about shining a light on the hidden gymnastics that small businesses go through to stay viable.
There is light in the darkness. Here is the path forward: Working on the state and national level toward food freedom. You, our farm family, have been a huge part of this. We’re changing the conversation in Ohio about food freedom, advocating that you should be able to buy from your neighbor. We’ve talked to senators, assembly members, and many interested parties, and we’ll continue to push the good food fight forward, just in a different way.

BIG NEWS!!!
We have some hopeful news to share! As of this morning, Farm On Central is now allowed to partially reopen. The prosecutor’s office reviewed the Temporary Restraining Order and agreed it was too broad. As you know, to this point we were completely shut down and not allowed to sell anything. Thankfully, we’re now allowed to open our farm store and resume selling hard goods and raw vegetables.
Here’s what we can sell:
Fresh, whole vegetables (not washed or chopped)
Hard goods (jars, honey, pantry items, etc.)
What we’re still NOT allowed to sell:
Anything requiring refrigeration or washing/chopping
Meats, fish, poultry, eggs
prepared salads, dips, dressings
We are deeply hopeful that this is a step forward, and firmly believe your unwavering support through every twist and turn has made the difference.
It’s not a full victory yet, but it means our doors are open again and we get to see your smiling faces. Our shelves may look a little different this morning—especially after giving so much away yesterday—but we’re opening at 10 AM with everything we’re allowed to sell. We’d love to see you!

FREE FARM FOOD AND THE WHIRLWIND
Today was one of the most moving days we’ve ever experienced at Farm On Central. Our PMA members—our friends and neighbors—showed up in droves and took home thousands of dollars’ worth of food, completely free, so that not a single carrot, egg, or loaf would go to waste. We watched our coolers and shelves go from full to empty, all in the spirit of community and looking out for each other.
It was beautiful, but it was also heartbreaking. This was a massive financial loss for our family and our farm team. We poured our hearts into this food, and to see it given away out of necessity, not celebration, has been tough. Still, it reminds us why we do this in the first place: to love and serve our community.

The past 48 hours have been a whirlwind. Yesterday, WDTN Channel 2 was first to share our story. Today, Fox 19 and ABC 22 both visited, and we’re humbled that an award-winning writer is picking up our story for an upcoming piece.

Temporary Restraining Order (TRO) Update
We want to be fully transparent with our community about the latest development in our fight to keep Farm On Central going.
A Temporary Restraining Order (TRO) has been issued against us. To be blunt, it’s not good.
Here are a few (of many) things we are dealing with because the TRO has been issued:
·First, the TRO doesn’t even name the correct entity as Farm On Central. As written, there’s confusion over what is actually restricted, and it appears we may technically still be able to operate as a Private Membership Association.
·Second, the order is extremely broad: We’re not allowed to sell any food at all—not even if you come to the farm, walk out in the field, and pick a single onion, garlic, or potato yourself. Absolutely no sales.
·Third, the irony: We’re still allowed to give food away. If this was truly about protecting public health, you’d think they would stop all food activity, but the only restriction is on selling food.
For now, our doors can be open, but we cannot sell any farm products. We know this is confusing and frustrating—for us, for our staff, and for you, our loyal members.

A SAD DAY FOR OUR COMMUNITY

As of this morning, we are unable to open our doors at 10 AM as usual. All we know right now is that we must remain closed until further notice. This is a heartbreaking day for our family and our team.

More than we care to admit! The problem with the court documents is that they include some major factual errors and misinformation. Our team is working hard to make sure the proper people in power understand where they are incorrect, but it has been challenging to this point.
We have been open for 5 years, running safely with not a single issue reported to the Warren County Health Department.

We have currently employed 24 people at Farm On Central. We also carry several local vendors who will also feel the impact of our closing.
